Whats The Best WebSite Builder But also easy To use Software out There Right now. I Got some knowledge in programming, html codes, java.. so im not a total noob but i still dont consider my self a professional in the domain. So what is your suggestions

Well you could download a open source CMS or get a dreamweaver book and download a trial of dreamweaver and just try out examples.

You are the best website builder, use w3schools.com as an online reference or buy an html book.
Dreamweaver is probably the most popular tool and front page is also used by a lot of people.
Adobe Dreamweaver is the best but it costs like $400. I use Microsoft Expression Web which only costs like $70 it’s good.
